#3 seriously, I think the US are the only place where this happens regularly. I've lived in several European countries and I'm sure I haven't seen this once

Agreed. Also, if people routinely admonish them as "clueless," you inadvertently remove all personal culpability. They behave this way on purpose. The glue that once held civilized society together, is dissolving with demonstrative rapidity.
