In fact, luggage does get lost. There are thousands of passengers at airports every day and it's a logistical masterpiece to keep track of every piece of luggage. And mistakes happen.
You can even buy the luggage that got lost and where the owner is unknown. This wouldn't be possible if it was stolen, right?
