1,3,4 are old laws that are not enforced and mostly forgotten about and never removed.
Women have no voting rights
Women have no voting rights in Vatican City. This is also the case in Saudi Arabia although a royal decree that was issued in 2011, will allow women to vote in 2015. (Source)
