check wikipedia, its sort of like wizards and magic but more down to earth.
The idea is that history took a different route and instead of going from steam to electricity they just stuck with steam until now.
This creates a lot of old-looking new stuff, usually weird as well. Lots of brass, springs, cogs and gears.
As far as people goes i think it attracts those that think magic and wizards are a bit too much but still like the roleplaying.
also it looks cool :P
