it's not all that amazing when you think about it. after he saw how many times people got burned by promising to split, he saw that a better way is to promise the opposite and to divvy the loot after the show's over. that way, he exerted more control over the voting process while giving the other person an incentive.

easier said than done, obviously, but he did have prior experience to work with.
