I myself raise Peregrine Falcons for hunting. This is not a "Juvenile". This is an adult male Peregrine that also happens to be a kestral raptor.
The only ones who'll dive close to humans are those either hand raised and trained or that live in close proximity to city masses. (Like I said above.) I'm guessing this guy's surprised he got a visit on his head. LOL He's probably got someone nearby raising it and it's on a daily fly-by pattern during its daily release. It wouldn't surprise me if the guy taking the video has either a cat, a small dog or a few bird feeders in his backyard that it was really attracted to but w/the presence of the guy filming so close, the bird hesitated and took a perch on high to await further command. Had it been wild, he'd have bypassed the guys head altogether and taken the prey no questions asked. lol LOVE these birds...
Also, were he the trainer, he wouldn't be filming it landing on his head. lol He'd be filming it swooping down at 150mph from over 75 feet above to capture one, 1/2 oz. field mouse.
Falcons are the fastest birds on Earth. They've been clocked at over 225mph. They are by far the most magnificent of the three classes of kestrel raptors.
