This happened in Israel. It is said that the guy in the video has mental issues. He kidnapped his 4-year-old niece and locked himself in an apartment.

This video shows what happened after a two-hour negotiation to secure the little girl's release led nowhere.
It went fast and the guy didn't see it coming!
