Russians have dash cams because of so much insurance fraud in that country. It would be interesting to find out how this one was settled since the driver technically wasn't at fault but should have pulled over.

How wasn't the driver at fault? He drove too fast in zero visibility. How is that not "technically" his fault? You're a moron.

In that kind of situations, the fault is always to the driver which is behind. He should keep safe speed and distance, according to the conditions and visibility.
