Looks like a high speed grinder or Dremel type tool went to town.

Though some look like they were put through a shredder. How they did it layer by layer like that is a mystery to me.

Can't believe they destroyed a beautiful set of full curl horns! NOOOOO!!

I guess it's just a belt sander or such an instrument that's applied between frames.
