That is called "bonito's crown" in Japanese word. And "bonito's formal cloche hat for the Imperial Court" means Portuguese man-of war.

They are probably trying to escape the radioactive water that is headed this way.
Apparently, these creatures have been beach-bound after a change in the winds and currents that typically take them out to sea.
