Such an irritating character, but his stupidity is a necessary addition. He's a "pivotal" character because he's manipulated into proposing the powers that give the chancellor the means to create the empire.

Actually, scratch that. Hate him or loathe him, without JJB the Star Wars saga would have ended partway through episode 2.
