It doesn't work here because people already wait to buy things when they are on sale and everyone is so mingy they always have to make a deal on prices, they bring price quotas from other stores and wanna know the discount for paying in full and Interest on installments, in the end the retailers know that if they make any wrong move as "once per year, even better discount" people will wait the entire year to buy on that sale lowering their profit.
USA is different in many ways. People have money to spend and will mostly clean-out their inventory which will bring working capital and lower cost with storage and depreciation of inventory etc... So it works there, but not here.
