If you look closer, you might spot a toddler, who isn’t even wearing a helmet, while under Texas law, children under 5 are only permitted to ride in a sidecar attached to a motorcycle, but not as a passenger on the bike. Any passenger under the age of 21 must wear a helmet. The man, identified as Anthony Welsh, was arrested Tuesday on an outstanding traffic warrant out of the Deer Park Police and could face a more serious charge later.
