You'll notice a few of the men in black ties; they were chillin. Also note that this is before the advent of the shorter dinner-jacket style for men in the 20s, so I'm guessing this is early 20s.

This plane, designed by Alfred W. Lawson, had a wingspan of 120 feet and flew between 120 and 125 miles per hour.
