It's the Software in the Printer that does it, some Copiers/Digital Presses that are connected to the Internet will notify the Company (Xerox, Ricoh, etc) and it will send a copy with the Timestamp, IP Address and GPS of when it was made too. JC_OMG_sign

Tracking dots on home printers:
