We have no idea what is actually happening, so we have no idea if that was necessary or not. The person being arrested, slapped, etc, doesn't appear to be resisting arrest, and appears to be following instructions. So why the slap? And if the person was being a serious problem, a slap would not be enough. The person also did not retaliate.

From this seriously vague 15-second video, it appears to be just as likely that the cop was angry and looking for someone on whom to vent his anger.

Or, maybe the cop had been at work for 16 hours, and was not able to handle his job at that point.

I'm not making excuses for the person being slapped. But I am saying it's completely unclear why this happened, and if it was justified.
