maybe the UL should revise their wiring standards (like, not requiring your wiring to carry short-circuit loads)

This is obviously not the United States (judging by the truck). Underwriters Laboratories would have no jurisdiction.

And even in the US, it would be the NFPA, not UL.

The guy obviously knows the wiring was crossed or corroded because otherwise, why would he have his friend videoing him flipping the switch. Thus he intentionally blew up the circuit box. He didn't care the the whole neighborhood just went dark and possibly causing damage to critical systems. They probably just wanted overtime to replace the box.
