If half the commute would drive bikes, there wouldn't be any traffic jams.

No you're right, in Europe we have very different rule of way, for 1 we're supposed to keep the the right as much as possible. It should also be said, in the Netherlands this is only accepted if the traffic is at a stand still, when traffic is moving at any regular speed, then they have to follow overtaking rules like everyone else. I.E, look, indicate, change lane, look, indicate, change back.
The situation in this video it would be fine.
On a side note, yes people may change lane, however they are supposed to look both left and right before doing so.
So the someone suddenly changing lane should be looking over his or her shoulder in either case, to make sure the space is clear.
But, this is one of these things were 'Mericans and Europeans do not agree (among many) I think I would have trouble with your highway rules as well :)
