When the cop was reaching for the telephone tells you everything. The cop escalated it because he was embarrassed and made it far worse. My interaction with police have not been positive and they need to work on their people skills.

But if he just got out of the car, as he told him, and cooperated, took the fine and after that he could file a complaint against that officer.

I'm not from US but I think this is just risky, trying to provoke an armed officer just to prove a point.
