It's a training crate. They are not harmful, they provide security for the dog when used properly.
It's an American thing. They put dogs in such cages. In different areas of the world dogs are treated differently. In China they are eaten. In many southern countries they life on the streets an are kicked by @$$hole humans. In the US they are often kept in these kind of cages when sleeping or when owners are not home.
Because these are compressed gifs, optimized for faster loading on webpages. But the optimizing also reduces the used colorpalette and creates artifacts.
