It is a kestrel and that is their hunting behaviour. Hovering whilst looking for the urine trails of small rodents, their urine glows by reflecting UV light that the kestrel can detect

That hunting behavior is just amazing and i cannot appreciate enough how damn skilled these little Kestrels are.
