Vacuum build up in the tank. Probably a relief valve wasn't open or not working.
#11 Unknown if that fuel(?) tanker is doing it now or did it earlier, but probably the operator forgot to open the air vent while tanker pumped itself empty (to fill an underground storage tank) causing a vacuum to form inside the tanker. And the outside atmospheric pressure crushed it.
