There are 2 kinds of vehicles with the same numberplate: "Mofa"s (run max 25 km/h, you can do a driver test at age of 14) and "Mopped"s (run max 50 km/h and you have to be at least 16 years old to be allowed to do an driving school)

Looking at the vid, the caroussel runs with ca. 60 U/min driven by two Mofas, so they had problems to reach that speed with one.
