Why would they change the toilet paper roll in between guests?

#11 I don't work in the business, but even I know taht the "pretty fold" is to know whether the toilet roll has been used, and if so the toilet has been used as well. If your roll isn't folded pretty the bathroom probably hasn't been cleaned after it was used. The fold guarantees nothing, though.
"They do not change the toilet paper rolls in between guests. If there's paper left on the roll, they'll leave it and fold the end to make it look pretty."
