Just a friendly FYI... mortar is the material used in most masonry construction to bond the individual units together. Cement is one of the (usually 3) components of mortar.
It is also possible to dry lay masonry without a cement based mortar. Usually done with dry sand placed and packed between the masonry units.
The ancients used to build stone buildings, pyramids etc. without any mortar. The stones were carefully carved/fitted so that no mortar was necessary.
Maybe it's just a stack of stored masonry units...?
