Thats is 100% correct.
The photo is from the big main entrance and there have 8 passages to lower level where is the trainstation ( 4 platforms )

The trainstation is connected with two tunnels. All lenght inclusive the platform s is in total around 6 kilometres.
The tunnel fire detection system is very sensitive. If a balloon would come in contact with the overhead catenary lines or feeding system then there would be a local shortcircuit, with smoke and a flame. The fire detection systems will be triggered.
Then the procedure is evacuation of all tunnels and platforms. This evacuation will have effect for all rail passengers and also have effect on passengers for the airport.
That is short why balloons are not allowed.
Its all underground rails there, strict regulations.
