What's wrong with this? The kid might have disabilities and need help swinging, while there may be reasons whoever is pulling the rope can't just leave the apartment.

My best guess is that the person on the swing is actually pulling a rope that is attached a device that stirs the soup inside the apartment. Some soup requires constant stirring and maybe this person just loves to play on the swing.
