You might notice that there is no problem until the guy starts acting scared. As long as he was calm, puppy was just happy to be there.

This is why it is important to TEACH PEOPLE how to behave. It wouldn't be the dog's fault if it did bark and chase, but the dog could get blamed for an "attack", and the owner punished with a fine.
