It is obvious that you have never seen or experienced a tornado before. There was a house built on the gulf coast that was engineered to withstand tornadoes. It happened to be in the path of a hurricane, which has much lower pressures than a tornado but will generate them. All that was left was 4 twisted metal I beams that had been sunk and concreted into the ground. The rest of the house was gone along with the family who lived there. If you want to build tornado proof, concrete will not work. Bury the house 2-3 meters underground and hope your exit doesn't get blocked.
