Lucas, exactly. The water acts as support under the bottom of the mug, counteracting the downward force that is otherwise spread over the entire surface, causing it to break like the first cup.

Like trying to put a nail into a board laying on a sticking out. If you put something under the end of the board you get the nail in, otherwise it just moves away.
