Dude on the bike could and should have just kept driving. He wasn't in danger of getting hit until he stopped in traffic to try to get on his soap box. Also, it's not effing illegal!! The double yellow line is for no passing in either direction while in traffic. You absolutely can legally make a left turn across a double yellow when leaving/entering side streets (no one could ever go home or pull into a business if you couldn't). He probably got pulled over because the cop thought he almost hit the bike.

Absolutely legal to turn left across a double line. It’s meant to keep you from using the wrong side of the road to pass. Biker only endangered himself by stopping to yell at a stranger

I don't get this - if you can't turn turn across a double yellow line then how do you get on or off the road?? What are all the side streets there for... decoration?

IMO, I would not have stopped to scold the driver for doing something that I thought and think was illegal. However, based upon my research, the ability to cross a double yellow line for turning from and onto driveways depends on your location. However, the MUTCD states that "A double double yellow line acts like a flush median and should not be crossed".
