Anyway, a handicapped person (#10) can't use a bicycle. So, anyone blocking handicapped parking spots should burn in hell or get something like
maybe, they both learn that lesson: His sister will have to pay for the paint job and he will never ever lend his car again to his sister. Just imagine, she would pass a red light, or get a (speeding / parking) ticket. Because the number plate says, this is HIS car, he has to pay the ticket. We all don't know that parking situation. Maybe his car wasn't KEYED, but this scratch came from the blocked person, while getting out of the wheel chair...
