Wow lots of these phenomenens happen but why would it between pacific and atlantic oceans ?

Seriously, technicaly it's the same waters, the limits are just defined by us.

So... where is it and why is it ?

It's not at the line between pacific and atlantic, it is in fact a crossing of two rivers.

Correct. To be between the Atlantic and Pacific ocean you would have to be in the drake street, round Cape Hoorn. The waters there are by far not that pleasent and quiet. I was there once, sailing. It was a living Hell.

Looks like a pumice float, or the flow of a river delta meeting the ocean, not Pacific meeting Atlantic. Tip of Chile would be the only place where those 2 oceans meet and even then the water would not do this.
