He's driving in the emergency lane. He's liable for the same penalty as the people he's complaining about.
Better option is to straddle the white so you're not completely out of your lane but not giving the cars behind enough room to pass.

If someone stuck in traffic has an emergency, he's preventing them from getting off the highway to deal with it. I don't like people using the emergency lane because they feel entitled to it, but blocking it isn't the solution.

Anyone who says he is wrong is missing the point. MODERN TIMES! Police and emergency vehicles have access to traffic and know when jams happen. They can ALSO turn on lights and everyone behind him would have to shuffle back in lane before EVER getting to him. Honk away, but get back in lane.

are you a policeman? if no, GTFO.... it's not your business and you are breaking the law as much as those overtaking there... if im sitting in a queue, and i see some of those smart@$$es using that lane, i give them a bad work, but thats all. its not my job to police people, or giving them "a lesson".... this is the same equivalent of some idiot blocking the left lane waaaaay ahead before the merge....
