If you meant the cameras, London is full of camera's too. Not exactly crime free... In fact there are cameras in most cities and shops around the world. In most of those places there are still crimes.
If you meant the harsh punishments, many countries have harsh laws while still having a high, or at least moderate, crime rate.
America has pretty hefty punishments. Not exactly crime free for example.
The cameras and punishments are a factor.
The main reasons are:
1; That people can earn a decent wage and have a possibility to a job, housing, etc eliminating the need to commit crimes to just get by.
And 2; Just a culture of trying to be fair and honest towards others and not trying to burden others even if you don't know them.
Japan has the same mindset and is famously clean and pretty safe.
It's not fear of being punished that creates a better society for all.
It's you deciding not to be a selfish, intolerant smeghead even if you can get away with it or no one is watching that makes the difference.
Singapore and Japan have homogeneous populations - therefore, mostly homogeneous cultures. But "diversity" is our strength...
