The silly hipster is free to use the silly hipster toy as they sees fit, as long as they do not hurt others; it is called freedom. If you want to film yourself riding an electric board then that is your right, as you are hurting no one. To kick someone doing that, knowing that they will fall and be injured, is criminal. Would you want that to happen to a friend or member of your family? I wouldn't.
There was no mention of what occurred, in Lurana's comment, but since you want to fantasize, how would you like it when a boarder runs down a pedestrian friend or family member on the sidewalk?
There's a purpose to regulating road use, and licensing motor vehicles. Your claim of freedom does not supersede them, and you also don't have the freedom of speech to yell "fire!" in a crowded theater.
