There are many levels of spinal injury and plenty of paras and quads can stand or walk (with assistance from people or walls/furniture or other aids). It's just that they are not able to effectively or safely walk; and speed is crucially limited. And if they can walk to some degree, their daily energy exertion would be exhausted in no time.
Thus a chair becomes necessary.
