Stability and agility.
With lower diameter the mass of gravity is lower and the front wheels are touching the ground, so it can turn in a more stable way and does not require energy to keep it steady. Increasing the diameter gets the front wheels get out from the way, but requires energy to keep it steady and probably cannot turn on the staircase.
In cycling there were bikes with huge wheels. It was smooth, but had high air resistance and POG was too high. 29" seems the right fit. With that you can climb stairs. The 32" is too big and not agile at all. And 26" is cheap as balls and good fit for the 175cm "average" height.
