Those panels shown in the picture work only with UV and IR light.
They are used in areas, where you have to spent money/energy for cooling and sun protection.

There are other panels, that look like tinted glass, they gain also electricity from the human visible parts of the light.

Merv, that is the case for all solar panels. Only about 15-20% of the light is converted to electricity in a conventional panel. Opaque panels will always be more effective than transparent ones, but the transparent panels open a whole range of possibilities for capturing solar power in places where you couldn't or wouldn't before.

Don't disregard technology just because it isn't perfect at first. If everyone did that we'd still be living in caves banging rocks together for entertainment.
