as long as the interior mesh is intact and its not a tire for high velocity, this seems like a good idea to get a working product only needing a fragment of the usual rubber ammount. good rubber is not that cheap and also was harder to get by over the last years.

First of all, this is a NORMAL retreading process for commercial vehicle tires, and expected for any company to recycle this way. Any properly trained commercial driver would think this is normal.
