There is no evidence to indicate the guy is a legitimate law enforcement officer, such as wearing/displaying an actual badge. The guy isn't even wearing a gun.

Jacqueline is correct. A rational person would step out to assess the damage immediately after the collision.

Hey It's intentional damage. You saw all the stuff on TV. You have your buddy stand in front of the car and when she moves, he shoots her. Problem solved.

Fake. The use of handcuffs in such a way would immediately result in serious issues and possible job loss, especially since he doesn't ask for ID or anything.
