If the film is genuine, it's clearly been colourised and work has been done to add frames to account for the difference in frame rates between now and then. See Peter Jackson did to produce "they Shall Not Grow Old" which was about WW1. It's eerie to think that footage that seemed so ancient can be made to look so much more recent, and to think that every last person you see in the footage has probably been dead for decades.
