Retreads are common in the large vehicle industry, and expected as both waste reduction for landfills and cost reduction. Drivers are trained where they are allowed and when it is required. Most of the treads I see on the side of the road are blowouts with wires from the sidewall attached, not retread falling off. It does happen, but not the way most people think.
