salt lowers the melting point but that only works for a few (~10 degrees F) degrees below freezing. If it's 0F outside, salt won't do anything....
Sorry to burst your bubble, but salt WILL melt ice, at ANY temperature.
I live in the upper midwest, where ice is a yearly occurence, and use it all the time.
Using salt under -10 degrees celsius renders it useless. I live in effing Norway, the snow country. Believe me. Salt does not work uner -10.
