What? That is a two year old cub, which should still be with its mama, and it is perfectly capable of climbing over and accidentally scratching with its big claws. Black bears are just curious, but that does NOT mean they are SAFE... which is why dumb tourists get mauled because they poke the poor bears with umbrellas and stuff.
as you wrote, he is just curious, not gonna attack, so its safe.
of course if you gonna do stupid sh#t you have a problem....
