yes. bikers are both simultaneously a car and a pedestrian. so the can ignore all rules and people must respect them
Despite popular American opinion there are laws that state a bicycle has to follow traffic laws AND pedestrian laws, and riding on sidewalks is illegal in many places. They actually have less rights than pedestrians or cars, and getting hit or crashing is legally always the bikers responsibility, so manslaughter is the most you can get, which is barely a slap on the wrist with no jail time usually, but years of PTSD.
