And yes, I did mute it.
It's to coerce laughter with something they know isn't that funny. It insults the intelligence. SNL started doing that around 10 years ago with their sketches, making us believe they're laughing spontaneously when breaking character. It's cheap, tawdry and intellectually offensive.
