Jehu, There are exceptions. Some galaxies are yet to be observable in detail due to technical limitations, therefore said-assumption cannot be made.
The other possible scenario is galaxies that have merged. One blackhole has partially swallowed the other leaving less than 2 blackholes between 2 galaxies.
