The overhead size guide really is about the actual size of the compartment. I saw a lady (and two others) with a bag slightly too big make it onto the plane. It was disgusting to watch her break the plane and hear the crackling of laminate because the the latch wouldn't close. The flight attendant had to argue with her about having it checked, and delayed the whole flight to put it below.

I don't think in case of Ryanair it is. I think their limits are quite a bit smaller than what they could do. They do this to upsell baggage and make more money.

To be a bit more precise: I only see those size guides with airlines that sell EVERYTHING extra, including check in baggage. I have never seen this with a "normal" airline. If they think the bag is too big, they check it in free of charge.
