He's giving the client a scalp massage to stimulate blood flow to the hair follicles to promote hair growth, which in turn will necessitate more frequent visits for hair cutting. It's a Win-Win for both parties.

On the other hand, the face massage, especially fingering the client's nose is just creepy and possibly sexual harassment.
